Methinks this is the most important part of the article:

"Mayor John Hickenlooper has made the "climate action plan" a centerpiece of his second term in office."

His constituents re-elected him so they must approve of what he's doing.

I want to elect a mayor whose centerpiece is to reduce homocide by some riddiculous amount. With scientific consenuse on capital punishment detering homcide it should be easy. If police are allowed to just execute murders at the spot of the crime, science shows that the sooner you execute the more detering the effect, then this should reduce global wamring, err, I mean homicde by some massive amount.

your bit would be funny if the massive majority of scientists thought that the death penalty was a deterrant, the way the massive majority think global warming is real.
