Govt Changes Mind of How To Bailout Banks

Doesn't the fact that the government changes their mind on how to deal best with this financial situation show that they are not sure on what will work best. Basically they are making their best guess and hoping for the best. More proof in my book that not doing anything might be better than guessing and wasting the money away.
