San Fran To Charge Businesses A Pollution Fee

Need to protect the environment. I wonder if any companies will leave San Fran and take their business elsewhere?

From a libertarian viewpoint, would you at least agree that charging for pollution is a better system than regulating amounts of allowable pollution? After all, clean air is a resource (let's leave aside global warming for now and agree that living next to a coal power plant is going to affect your health) that has a definite value, that companies have otherwise been taking for free. It seems reasonable that we should say that clean air and water are worht some dollar amount, then charge people for what they use (and let's say we cut other taxes across the board by the same amount that these pollution levies raise, so they're basically paying everyone for the use of teh air/water).
